DVA Gold Card Concessions QLD: Full List of Benefits

The DVA Gold Card covers healthcare for all conditions, service-related or not. Most veterans know that. What far fewer know is that holding a Gold Card also unlocks a range of Queensland state concessions that have nothing to do with DVA directly.

These aren’t automatic. You need to apply for most of them. And if you’ve never applied, you may have been leaving money on the table for years.

One important thing to understand before diving in: not all Gold Cards are equal when it comes to state concessions. Cards embossed with TPI (Totally and Permanently Incapacitated) or EDA (Extreme Disablement Adjustment) unlock more concessions and at higher levels than a standard Gold Card. Where this distinction matters in Queensland, it’s flagged clearly below.

Public transport

Queensland has two tiers of transport concession for Gold Card holders.

All Gold Card holders

Pay a flat 50-cent fare on all TransLink services statewide — buses, trains (excluding Airtrain), ferries, and trams. This applies to all Queensland residents and is not a veteran-specific concession, but Gold Card holders benefit from it.

TPI and EDA Gold Card holders

Receive the TPI/EDA Veteran Travel Card, which provides free unlimited travel on all TransLink services. On Queensland Rail long-distance services, TPI/EDA holders also receive one free return trip per fortnight.

To apply for the TPI/EDA Travel Card, post your application with two passport-sized photos to: Locked Bag 1414, Dandenong South VIC 3164. Your DVA file number must have a Queensland state prefix.

Vehicle registration

The registration concession is not available to all Gold Card holders. To qualify, you must meet one of the following:

  • Gold Card embossed TPI or EDA
  • A DVA letter confirming ≥70% Disability Compensation Payment (VEA), or
  • A DVA letter confirming ≥50 permanent impairment points (MRCA/DRCA)

If you qualify, the concession covers one vehicle and one recreational boat. Use Form F3937, available from the Department of Transport and Main Roads. Submit by email (customer.service.support@tmr.qld.gov.au), post, or in person at a TMR service centre.

Council rates

The Queensland Government Rates Subsidy provides a 20% reduction up to $200 per year on council rates for all Gold Card and DVA Pensioner Concession Card (PCC) holders at their principal place of residence. Individual councils may offer additional remissions on top of this.

The Emergency Management Levy also carries a 20% pensioner discount for eligible cardholders.

Contact your local council to register. You’ll need your Gold Card and confirmation that the property is your primary residence. This applies to owner-occupiers only — not tenants or investment properties.

Electricity and gas

The Queensland Government Electricity Rebate is $386.34 per year (2025–26) and the Reticulated Natural Gas Rebate is $92.12 per year, applied as daily credits through your energy retailer.

Important caveat

The Queensland Government’s concession page lists “DVA Veteran Gold Card” without specifying TPI or War Widow requirements, but multiple energy retailers in practice restrict this rebate to TPI or War Widow/Widower embossed cards. If you hold a standard Gold Card and your retailer refuses to apply the rebate, escalate to the Queensland Government on 13 QGOV (13 74 68) to confirm your eligibility. Apply regardless — you can only confirm your entitlement by trying.

Water

Water rebates of up to $120 per year are available to Gold Card and PCC holders, but only within the South East Queensland Water Grid area. This covers most of the greater Brisbane, Gold Coast, and Sunshine Coast region, but does not apply across regional Queensland.

Contact your water provider (Queensland Urban Utilities, Unitywater, or your local authority) to check if your property is in the SEQ grid area and to register the concession.

Ambulance

Queensland Ambulance is fully government-funded. All Queensland residents receive free emergency ambulance treatment and transport regardless of concession card status. You do not need to do anything to access this — there is no membership or subscription required.

Gold Card holders have dual coverage: state-funded as Queensland residents and DVA-funded as cardholders. If you ever receive an ambulance bill, contact DVA on 1800 838 372 — you should not have to pay it.

Spectacles

All Gold Card holders can access DVA-funded optical services through registered providers nationally — this is a federal DVA entitlement, not a Queensland state concession. You are entitled to one pair of reading glasses plus one pair of distance glasses (or bifocal/multifocal/progressive lenses) every two years. Providers bill DVA directly. Visit any DVA-registered optometrist and present your Gold Card.

What changes after 1 July 2026

The VETS Act transition on 1 July 2026 does not affect existing Gold Card holders. All concessions continue unchanged. Veterans gaining Gold Card access through the new MRCA pathway after 1 July 2026 access the same Queensland concessions once their card is issued.

Frequently asked questions

Do I need to reapply for concessions every year?

Most concessions, once registered, continue without annual reapplication. Your electricity retailer may periodically verify your card status. Check with each provider on their specific requirements.

Can my partner access concessions on my Gold Card?

No. Concessions are tied to the individual Gold Card holder. Your partner does not receive the same concessions unless they independently hold a qualifying concession card.

I moved to Queensland recently. Do I need to re-register?

Yes. Moving interstate means your previous state concession registrations don’t carry over. Contact each Queensland provider separately to register.

I have a White Card, not a Gold Card. Can I access these concessions?

White Card holders do not qualify for the state-level concessions listed in this guide. If you believe you may be entitled to a Gold Card based on your impairment points, speak to an advocate about your permanent impairment claim.

How do I find out if my Gold Card is embossed TPI or EDA?

Check the front of your card. TPI and EDA embossing appears as printed text on the card face alongside your name. If you’re unsure, contact DVA on 1800 838 372.
