DVA Gold Card Concessions NT: Full List of Benefits
The Northern Territory offers some of the most generous concession amounts in Australia — $1,200 per year on electricity, $800 per year on water — but there’s a critical step that most veterans in the NT miss: you must register for the NT Concession Scheme (NTCS) before accessing any of these concessions. The Gold Card alone does not flow concessions automatically in the NT.
Darwin has a substantial veteran community given Robertson Barracks, RAAF Darwin, and naval facilities in the region. Many of these veterans have never registered for NTCS and are missing out on thousands of dollars in annual concessions.
Step one: register for the NT Concession Scheme
Before you can access any NT state concession, you need to become a member of the NT Concession Scheme (NTCS). Contact the NT Concession and Recognition Unit on 1800 777 704 to apply, or download the membership application form from nt.gov.au. You will need your Gold Card details and DVA file number.
Once registered, your NTCS membership number is used to access all of the concessions listed below. Some concessions are automatically applied once you’re registered; others require you to contact the specific provider with your membership number.

Confirmed for Gold Card holders embossed TPI or War Widow/Widower. If your card has different embossing, call 1800 777 704 to confirm whether you qualify before applying.
Public transport
Darwin Bus Service, Palmerston services, and Alice Springs buses are currently free for all passengers — this is not a veteran-specific concession. The NT Government’s free bus travel policy has been in effect since 2022 and has been repeatedly extended. When fares resume, Gold Card holders with NTCS membership will retain fully subsidised travel. Contact Public Transport on (08) 8924 7666 for current arrangements.
Vehicle registration and driver's licence
NTCS membership provides up to $154 per year in vehicle registration concessions ($77 for six-month registration), processed through NT Motor Vehicle Registry offices using your NTCS membership number. Driver’s licence renewal fees are waived for NTCS members. Apply at any NT MVR office.
Council rates
NTCS provides a 62.5% reduction on annual council rates up to $200 per year, plus garbage concessions of up to $150 per year. Property must be the principal place of residence, registered in the titleholder’s name. Note that some NT areas are unincorporated without council rates — if you live in a remote or semi-rural area, check whether your property attracts council rates at all. Contact your local council with your NTCS membership number to register.
Electricity — $1,200/yr via NTCS
The electricity concession is up to $1,200 per year, calculated at $1.274 per day (fixed component) plus $0.091 per kWh (usage component, GST inclusive), capped at 8,000 kWh annually. Applied through Jacana Energy or Power and Water Corporation, depending on your location. Register using your NTCS membership number.
Prepaid meter users
Electricity concession credits are applied in January and July each year. There is no residential reticulated gas network in the NT, so there is no gas concession.
Water and sewerage — $800/yr + $486/yr via NTCS
Water concessions provide up to $800 per year on water charges, and up to $486.12 per year on sewerage charges. These are reimbursed via bank transfer twice yearly — in January and July — following property verification. Register with Power and Water Corporation using your NTCS membership number.
Spectacles — $502.20 per 2 years via NTCS
NTCS provides a spectacles concession of up to $502.20 every two years at approved NT optometrists. This is separate from and additional to DVA’s federal optical entitlements, which also provide two pairs of glasses every two years. Veterans can access both programs.
Given the limited number of participating optometrists in some NT regions, contact the NT Department of Health for a list of approved providers in your area before booking.
Ambulance
St John Ambulance NT provides ambulance services across most of the Territory. DVA covers clinically necessary ambulance transport for all Gold Card holders nationally, with St John billing DVA directly. NT residents are not universally covered for free ambulance transport — a subscription or DVA coverage is required. If you receive an ambulance bill, contact DVA on 1800 838 372.
NT Seniors Recognition Scheme — $500/yr for age 65+
Gold Card holders aged 65 or over are eligible for the NT Seniors Recognition Scheme, which provides a $500 prepaid Mastercard each financial year. This can be used for travel, accommodation, fuel, telecommunications, and utilities. The scheme is not means-tested.
Apply through the NT Concession and Recognition Unit (1800 777 704). The Seniors Recognition Scheme is separate from NTCS and requires a separate application.

Concessions generally do not backdate — they apply from the date of registration. Apply as soon as possible to start receiving the benefits going forward.
