DVA Gold Card Concessions VIC: Full List of Benefits
Victoria’s Gold Card concessions stand out in two important ways. First, the electricity and water concessions apply to all Gold Card holders regardless of TPI, EDA, or War Widow embossing — unlike most other states. Second, the registration concession is tiered to give all Gold Card holders something, not just those with specific embossings.
That said, council rates and the top-tier transport concession still require TPI, EDA, or specific embossings. The embossing distinction matters and is flagged clearly throughout.
Public transport
Victoria has multiple transport concession tiers for DVA card holders.
TPI and EDA Gold Card holders
Receive a free myki card for unlimited travel on all PTV services — metropolitan trains, trams, and buses — plus V/Line regional services.
War veterans with overseas service evidence
Can obtain either a concession myki (approximately 50% discount) or, where a service-related injury significantly limits mobility, a War Veterans Free Travel Pass providing free travel.
DVA PCC holders
Receive free travel vouchers — two metropolitan or four regional per year.

Vehicle registration
Victoria’s registration concession is tiered:
- 100% discount on registration plus 50% off the TAC charge: applies to TPI and EDA card holders, or veterans with a DVA letter confirming 100%+ General Rate or ≥40 MRCA impairment points.
- 50% off both registration and TAC: applies to all other Gold Card holders.
One vehicle only, private use. Apply through VicRoads (MyVicRoads online or in person). Note: the Veterans Card Victoria also provides $100 off registration per year, but VCV and DVA concessions cannot be stacked on the same vehicle — you choose one.
Council rates
The municipal rates concession provides 50% off council rates up to $266 per year (2025–26), plus a Fire Services Property Levy concession of $50 per year for TPI and War Widow/Widower holders.
Important: not all Gold Cards qualify
This concession is only available to Gold Card holders embossed TPI, War Widow/Widower, EDA, or POW, plus DVA PCC holders. Standard Gold Card holders without these markings do not qualify for council rates relief in Victoria.

Electricity — available to all Gold Card holders
This is Victoria’s standout benefit. The Annual Electricity Concession provides a 17.5% discount on domestic electricity usage and supply charges year-round, available to all Gold Card holders regardless of embossing. You do not need TPI, EDA, or War Widow status.
The Winter Gas Concession provides a 17.5% discount on gas bills from May through October, also available to all Gold Card holders. Additional energy concessions include: Excess Electricity Concession, Medical Cooling Concession, Life Support Concession, and the Utility Relief Grant Scheme (up to $650 per utility type in financial hardship). Register through your energy retailer directly.
Water and sewerage — available to all Gold Card holders
The water and sewerage concession provides 50% off charges up to $372.10 per year (2025–26), available to all Gold Card holders. Non-mains water users can receive tiered rebates up to $423 per year. Contact your water retailer (Yarra Valley Water, City West Water, South East Water for Melbourne; regional authorities elsewhere) to register.
Ambulance
Ambulance Victoria bills DVA directly for Gold Card holders for clinically necessary transport. The state concession scheme for ambulance specifically requires a DVA PCC or HCC — the Gold Card alone does not qualify for the Victorian state ambulance concession scheme. However, DVA coverage is comprehensive for Gold Card holders. Present your Gold Card at every ambulance encounter and contact DVA on 1800 838 372 if you receive a bill.
Spectacles
DVA-funded optical services are available to all Gold Card holders nationally: one pair of reading glasses plus one pair of distance glasses (or bifocal/multifocal/progressive) every two years. Providers bill DVA directly. Visit any DVA-registered optometrist and present your Gold Card.
Frequently asked questions
I have a standard Gold Card with no TPI or EDA embossing. What am I entitled to in Victoria?
You qualify for 50% off vehicle registration, 17.5% off electricity year-round, 17.5% off gas in winter, and 50% off water charges. These are genuinely more accessible than most other states offer for standard Gold Card holders.
I moved to Victoria recently. Do I need to re-register?
Yes. Contact each Victorian provider separately to register your Gold Card in Victoria. State concession registrations do not transfer interstate.
My energy concession disappeared after I switched retailers. What do I do?
You need to re-register with each new retailer. The concession is linked to the retailer’s account, not a central registry. Contact your new retailer and advise them you hold a Gold Card.
