DVA Gold Card Concessions NSW: Full List of Benefits
The DVA Gold Card covers all healthcare costs. But NSW Gold Card holders are also entitled to a range of state concessions on transport, utilities, rates, and registration — and none of these are automatic. You need to register for each one.
One key point before going through the list: not all Gold Cards access the same NSW concessions. Cards embossed TPI, EDA, or War Widow/Widower unlock higher-value concessions than a standard Gold Card. Some concessions also require a DVA Pensioner Concession Card (PCC) or a DVA letter confirming ≥70% Disability Compensation Payment or ≥50 impairment points. Where this matters, it’s flagged below.
Public transport
NSW has two separate transport concession schemes for DVA card holders.
All Gold Card holders — Gold Opal Card
Caps daily travel at $2.50 per day across the Opal network (Sydney, Blue Mountains, Central Coast, Hunter, Illawarra). Apply online through Service NSW selecting “Veterans Concession.” You still pay fares — the daily cap limits your maximum daily spend.
Veterans with service-related disability — Free Travel Card
Veterans on Disability Compensation Payment related to overseas warlike or non-warlike service qualify for the Ex-Defence Personnel Transport Concession Entitlement Card, providing free travel on most NSW public transport. Apply through Service NSW using Form 5155.

Vehicle registration
Registration exemptions apply to Gold Card holders embossed TPI, EDA, or War Widow/Widower, or veterans with a DVA letter confirming ≥70% Disability Compensation Payment or ≥50 MRCA impairment points. Qualifying veterans receive exemption from registration fees and motor vehicle tax on one vehicle, plus driver’s licence fee waiver. Administered by Transport for NSW through Service NSW.
Standard Gold Card holders without these markings and without qualifying DVA confirmation are not eligible for registration fee exemption in NSW.
Council rates
NSW local councils provide a rebate of up to $250 per year on ordinary rates and domestic waste, plus up to $87.50 each on water and sewerage charges where council-supplied. Eligibility requires TPI, EDA, or War Widow/Widower embossing, or a DVA PCC. A standard Gold Card without these markings does not qualify for council rates relief. Contact your local council to register.
Energy rebates
The NSW Low Income Household Rebate is $285 per year (from 1 July 2025) on electricity. The Gas Rebate is $110 per year. A Medical Energy Rebate of a further $285 per year is available for eligible medical conditions and is stackable with the electricity rebate.
Who qualifies
Eligibility for the electricity and gas rebates requires TPI, EDA, or War Widow/Widower embossing, or a DVA PCC or Health Care Card (HCC). Standard Gold Card holders without these do not qualify for the NSW energy rebates.
Register through your energy retailer, not through a government portal. Apply through Service NSW for the Medical Energy Rebate separately if applicable.
Water
Sydney Water and Hunter Water provide pension rebates for eligible concession card holders. Eligibility mirrors energy rebates: TPI, EDA, or War Widow/Widower embossing, or a DVA PCC. Contact your water provider directly to register. Sydney Water allows online registration.
Free National Parks entry
All DVA card holders — including standard Gold Card holders — receive free entry to NSW National Parks following a budget expansion in July 2025. This applies to the card holder and immediate family in the same vehicle. Present your Gold Card at park entry. This is one of the few NSW concessions that applies to all Gold Card holders regardless of embossing.
Ambulance
DVA’s NSW concessions confirm all Gold Card holders receive free emergency ambulance transport. DVA pays NSW Ambulance directly. If you receive an ambulance bill, contact DVA on 1800 838 372 — do not pay it.
Spectacles
DVA-funded optical services are available to all Gold Card holders nationally: one pair of reading glasses plus one pair of distance glasses (or bifocal/multifocal/progressive) every two years. Providers bill DVA directly. This is a federal DVA entitlement, not a NSW state concession.
Frequently asked questions
I have a standard Gold Card with no TPI or EDA embossing. What am I entitled to in NSW?
You qualify for the Gold Opal Card ($2.50 daily cap on transport) and free National Parks entry. For rates, energy, water, and registration exemptions, you would need TPI/EDA/War Widow embossing or a DVA PCC. Speak to DVA about whether you hold or qualify for a PCC.
I moved to NSW from another state. Do I need to re-register?
Yes. State concession registrations don’t transfer interstate. Contact each NSW provider separately to register.
Can my spouse access NSW concessions through my Gold Card?
No. Concessions are tied to the individual Gold Card holder. Your spouse does not receive the same concessions unless they independently hold a qualifying concession card.
